  • The Data Scientist’s role is to create analytics and statistical models which allow company to make more informed business decisions.   
  • Responsible for understanding, qualifying and estimating new business opportunities from a solution perspective, making presentations, and leading and contributing directly to client solution delivery.
  • Typically, performs the following: creates statistical models, hands on with technology such as SAS, SPSS, R, Python or similar tools.
  • Will serve as a key leader and mentor for technical consultants at all levels, assembling and managing high performance client and internal teams, and contributing to the development of individual, analytics program, and technical capabilities.

  • Bachelor Degree in technology, mathematics, statistics, risk management, economics, or related field required, with 12 credit hours of computer science and/or math at the calculus level or above, including at least 3 credit hours of statistics where calculus is a prerequisite. 
  • Completion of an M.S/M.B.A. degree, particularly in an industry-related or technical data analytics-related program and certifications in and/or deep expertise with market-leading, enterprise-class data analytics platforms required.
  • PhD in computer science, information science, data science, health informatics or related field preferred, NOT required
  • Minimum three (3) years experience with technology, statistics, actuarial science, applied mathematics, financial econometrics, or other relevant field is required.
  • Expertise/experience with Agile project delivery methodology for software development
  • Experience with analytics, data mining and predictive modeling including Logistic Regression, Linear/Non-Linear Regression, and Time Series Analysis models
  • Experience with and an understanding of data warehouse structures, data extraction tools, analytics software and methods, and data modeling is required.
  • Experience with and knowledge of the healthcare delivery system and the health insurance industry is preferred.  Knowledge of actuarial, compliance, information systems, and other health insurance administration concepts and principles is highly preferred.
  • Understanding of health insurance and clinical data content, structure, potential uses, and shortcomings is highly preferred.
  • Minimum 2 years of recent leadership experience in enterprise-class data analytics architecture, including enterprise and solution architecture assessment/definition, and significant depth in two or more data analytics solution architecture components (i.e., data management, data integration, information delivery, and/or advanced analytics) is highly preferred.
  • Experience with hypothesis or idea generation and prioritization, exploratory analysis using iterative modeling and tuning, and production integration and delivery of results to ensure adoption.
  • Technical expertise/experience in at least one of the following areas:  Architecture and applications on or incorporating innovative data analytic technologies such as Hadoop, Spark, R, Python and other open source and proprietary data analytics platforms and tools and Architecture and applications on or incorporating mainframe or distributed platforms (Windows, AIX)
  • Experience in core business system  transformation programs, with a focus on related changes in data analytics architecture, engineering, and business capabilities
  • Strong hands on experience working with data science tools  R or Python
  • An understanding of the Payer business and key metrics
  • An understanding of the Healthcare regulatory environment
  • Visualization skills to showcase and develop the appropriate graphs and charts for analysis using a tool such as Tableau
  • An understanding of key public and commercial external data available to create or enhance analysis
  • Strong SQL skills working with DB2 for z/OS and SQL Server
  • A strong understanding of market-leading data analytic technology platforms, roles, and trends
  • Exceptional written and verbal communication skills, including experience estimating technical solution builds, and contributing to custom proposals, responses to Requests for Proposal, Statements of Work, advisory deliverable's, and executive-level presentation.
  • Strong communication skills to non-analytical and analytical client team members. Ability to create and explain executive summaries of work to C-level executives
  • Fully understands the requirements of our client and working with data on multiple platforms (z/OS, Windows, AIX, and big data (e.g. parallel/MapReduce algorithms, etc.)
  • Create advanced analytical models that will lead to actionable insights that allow our client to make more informed business decisions
  • Play a senior role in professional work engagements and demonstrating proficiency in predictive analytics and data mining either through references or a portfolio of work
  • Work with all levels of business users to understand their business requirements and translate those business needs into analytical models. 
  • Know the appropriate and most effective analytical models to use in different situations 
  • Work with subject matter experts, data governance coordinators, data stewards and data engineers to understand and prepare internal and external data for analytics.   
  • Develop and plan required analytic pilots in response to business needs.
  • Create statistical models in support of pilots, hypothesis, and trends
  • Develop new analytical methods and/or tools as required.
  • Conduct research and make recommendations on analytics products, services, protocols, and standards in support of procurement and development efforts
  • Propose new analytics solutions in response to business needs
  • Develop analysis quickly to showcase value and test hypotheses
  • Present analytics findings to senior management to enable decision making
  • Work with IT departments to operationalize interesting and useful analysis
  • Must comply with corporate compliance program.
  • Must comply with and implement corporate information security standards, policies, and guidelines relative to access control.
  • Regular and predictable attendance is an essential job function as defined by policy.
  • Must be able to maintain confidentiality.
  • One of the requirements for this position is to be accessible via mobile services (i.e. text, voice, data) and is therefore expected to be available to timely respond during non-working hours as scheduled and needed, in accordance with the written guidelines of the department applicable to the position.
Knowledge of Work:
  • Knowledge of PC standard office suite and utilities.
  • Complete required curriculum training of the infrastructure supported and obtain certification as applicable (e.g. data base, messaging, security, operating systems, network, storage, business continuity/disaster recovery), and the Blue Essentials program.
  • Complete required curriculum training on Agile/SCRUM, ITIL, and PMP practices.
  • Responsible for maintaining an awareness and understanding of the area's Business Unit Recovery Plan and of the corporation's Business Continuity Program in general.
